At Debt Collection Agency Group CHL Inc. (“we,” “our,” “the Agency”), protecting personal information is a top priority.

This information is obtained:

  • Directly from our clients (creditors);

  • During communications with debtors (phone, email, web forms, mail);

  • Through authorized partners such as bailiffs or lawyers.


3. Purpose of Collection
We use personal information exclusively to:

  • Manage and execute debt collection mandates;

  • Communicate with clients and debtors;

  • Verify the identity of individuals;

  • Produce reports required by law or our clients;

  • Comply with legal and regulatory obligations.

We never sell, rent, or share personal information for commercial purposes.


4. Consent
We collect, use, and disclose personal information with your consent or as permitted by law.
You may withdraw your consent at any time, except when processing is necessary to comply with legal obligations or to execute an existing mandate.


5. Disclosure of Personal Information to Third Parties
The Agency shares personal information only when strictly necessary for its operations or as authorized by law.


5.1 Authorized Partners and Contractors
We may disclose certain information to:

  • Our bailiffs, lawyers, courts, and accountants;

  • Our technology providers (secure hosting, CRM, backup, messaging);

  • Our subcontracted debt collectors acting under contract and direct supervision.

These third parties are bound by written confidentiality agreements and must implement security measures equivalent to those required by Act 25.
They may use the information only for the specific purposes defined by our Agency.


5.2 Disclosures Required by Law
We may disclose personal information without prior consent:

  • To collect a legitimate debt on behalf of a client;

  • In response to a court order or request from a public authority (e.g., Revenu Québec, OPC, police);

  • To prevent or detect fraud, criminal offenses, or threats to security.


5.3 Strict Prohibitions
We never disclose personal information:

  • To the debtor’s family, friends, colleagues, or neighbors;

  • To unrelated creditors;

  • To third parties outside Canada without contractual safeguards in accordance with Act 25;

  • For marketing, prospecting, or non-anonymized analytics purposes.


6. Data Retention and Security
We implement rigorous measures to ensure the confidentiality, integrity, and security of personal information, including:

  • Encryption of sensitive data and communications;

  • Access restricted to authorized personnel only;

  • Strong passwords and access logging;

  • Hosting systems compliant with Canadian security standards.

Information is retained only as long as necessary to fulfill the intended purposes or legal obligations, and then securely destroyed (digital deletion or shredding).


7. Your Rights
Under Act 25, individuals have the right to:

  • Access their personal information held by our Agency;

  • Request correction or updating of their data;

  • Withdraw consent, where applicable;

  • File a complaint with the Québec Commission d’accès à l’information (CAI).
